At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Wednesday, February 20, 2008, at 9:30 A.M. the following members were present:

The chair declared a quorum present and the meeting was opened for business.

APPROVAL OF MINUTES
Buildings and Grounds Committee
Mr. Stanton made the motion to approve the minutes of the December 19, 2007, meeting. Mr. Winkler seconded the motion and on voice vote the chair declared the motion carried.

CHANGES AND/OR AMENDMENTS TO AGENDA
There were no changes or amendments to the agenda.

PRESENTATIONS FROM THE FLOOR
A. Jenna Link, Health Department Administrator, went over the Health Departments annual report which has been submitted to the county board for approval.

B. Joe Taylor, President and C.E.O. of the Quad Cities Convention and Visitors Bureau was present at the meeting to ask for approval for an agreement with the county for a continued working relationship. This would be from July 1, 2008 through June 30, 2009.

C. Jolene Willis, Executive Director of the Western Illinois Economic Development Partnership, talked about several of the projects that W.I.E.D.P. is working on or is involved in. She invited the board members to attend the Chamber of Commerce luncheon on March 5 which is being sponsored by the Highway 34 Coalition. The Partnership is working on another grant for roof repairs and possible elevator repairs. They are still working with Clean Energy Concepts on the wind farm project. Mrs. Willis reported they are planning a mayor’s forum and she reminded the members that March 2 through 8 has been designated as Local Government Week. Regarding Local Government Week, County Clerk Tina Conard informed the board that an open house has been planned for Tuesday, March 4 from 5 until 7 P.M. The courthouse and jail will be opened for viewing and hopefully the Coroner’s office and highway department will be as well. Mrs. Conard is requesting all county board members be present to greet their public and lead them to the different offices where office holders will be present to show persons what services are provided on a daily basis.

D. Solid Waste Coordinator Chad Braatz informed the board about several items of interest concerning solid waste. All of the Tri-County solid waste haulers and recyclers have been contacted to fill out forms for 2007 waste data and the 2008 license form. The 2008 weekend collection schedule was handed out with only three weekends open for additional collection events. Possible additional collections would be for household hazardous waste or unwanted meds. During the medicine collection, in conjunction with the health department, 57.8 pounds of pills were collected. Mr. Braatz reported that Tim Lobdell has taken a new position with WIRC and because of budget concerns will not be replaced. He distributed a Warren County facility
totals report showing collections of the different types of recycles.

Chairman Bill Thompson opened the meeting at 4:03 P.M. Others present were committee members Steve Johnson, Robert Cokel, Marvin Hawk, Scott Gibson, Board Chairman Bill Reichow, County Engineer Jim Justus, Kevin Smith, and Terry Byers. John Livingston, Animal Control Officer, arrived shortly after.
Johnson made a motion to approve the agenda. Hawk seconded the motion and it passed unanimously.
Cokel made a motion to accept the December minutes. Johnson seconded the motion and it passed unanimously.
The monthly bills were reviewed. Gibson made a motion to approve the monthly bills. Cokel seconded the motion. All yeas.
The meeting adjourned at 6:02 P.M. on a motion by Gibson, seconded by Cokel.

ROAD AND BRIDGE COMMITTEE
MINUTES OF THE MEETING
February 12, 2008
Chairman Bill Thompson opened the meeting at 4:07 P.M. Others present were committee members Steve Johnson, Robert Cokel, Marvin Hawk, Kevin Smith, and Terry Byers. Board Chairman Bill Reichow, County Engineer Jim Justus, and Animal Control Officer John arrived shortly after.
Smith added computer estimates under new business.
Johnson made a motion to approve the agenda. Hawk seconded the motion and it passed unanimously.
Under comments from the guests, the Warren County Public Safety Tax Research Committee updated the committee on the information they have gathered. Discussion followed. No motion made.
Cokel made a motion to accept the January minutes. Johnson seconded the motion and it passed unanimously.
The monthly bills were reviewed. Hawk made a motion to approve the monthly bills. Cokel seconded the motion. All yeas.
Under new business, Johnson made a motion to present the updated Resolution for the County Engineer’s Salary to the county board for approval at its next meeting on February 20, 2008. Cokel seconded the motion. All yeas.
Jim Justus presented his letter of resignation effective at the close of business on February 29, 2008. Johnson made a motion to accept Jim’s resignation. Hawk seconded the motion and it passed unanimously.
The resolution to appoint Kevin Smith as the Acting County Engineer and the resolution certifying Kevin Smith to take the County Engineer Exam were presented to the committee. Cokel made a motion to present these resolutions to the county board for approval at its next meeting on February 20, 2008. Hawk seconded the motion and it passed unanimously.
Justus addressed questions and comments from the committee concerning the County Engineer Salary Information he had sent to each committee member previously. No motion made.
The Committee reviewed the County Bridge Aid Petition and Resolution #248. Thompson made a motion to approve the Petition and Resolution. Johnson seconded the motion and it passed unanimously.
Smith informed the committee he had received an estimate for a new server and two new computer workstations. Cokel made a motion to use the IDOT GIS Grant and the GIS Budget to pay for the computers. Hawk seconded the motion and it passed unanimously.
The meeting adjourned at 6:35 P.M. on a motion by Cokel, seconded by Hawk.

COUNTY ENGINEER LETTER OF RESIGNATION

Dear Chairman Reichow and County Board Members,

I am writing this letter to inform you that I will not seek a renewal of my appointment as County Engineer when the existing appointment expires at the end of this month. I have enjoyed working for the county over the past six years but think this a good time for me to leave since a well qualified successor is already employed by the county and ready to assume this position.

Consider this to be official notification that I will resign my position as County Engineer at the close of business on February 29, 2008.

RESOLUTION #06-07-08
RESOLUTION REQUESTING CONSENT OF THE
DEPARTMENT OF TRANSPORTATION TO THE
APPOINTMENT OF AN ACTING COUNTY ENGINEER
WHEREAS, a vacancy exists in the office of the County Engineer in Warren County, Illinois, due to the death, removal from office, or resignation of the incumbent County Engineer, Jim Justus, which occurred on 2/29/2008, and
WHEREAS, in accordance with Section 5-204 of the Illinois Highway Code, the County Board must request the consent of the Department before the appointment of an Acting County Engineer can be made, and
WHEREAS, this Board, due to the emergency, did on 2/20/2008, appoint Kevin Smith Acting County Engineer.
THEREFORE, BE IT RESOLVED, that the Warren County Board does hereby request the consent and approval of the Department of Transportation of the State of Illinois to the appointment of Kevin Smith as Acting County Engineer, and

WHEREAS, a vacancy exists (will exist) in the office of County Engineer in Warren County, Illinois, due to the expiration of the six-year term (resignation, death, etc.) of the incumbent county engineer Jim Justus, which occurred (will occur) on 2/29/2008, and
WHEREAS, in accordance with Section 5-201 of the Illinois Highway Code, the County Board must certify to the Department a list of not more than five persons, residents of the State, who hold a currently valid certificate of registration as a registered professional engineer in Illinois, who are candidates for the office, and who meet the qualifications provided therein.
THEREFORE, BE IT RESOLVED, that the County Board of Warren County does hereby submit the following name(s) as a candidate(s) to take the examination for County Engineer of said county.

RESOLUTION TO PAY COUNTY ENGINEER
SALARY FROM MOTOR FUEL TAX FUNDS
WHEREAS, the Warren County Board proposes to pay the County Engineer’s salary from the County Motor Fuel Tax Fund, and
NOW THEREFORE BE IT RESOLVED, by the Warren County Board that there is hereby appropriated the sum of $15,500 for calendar year 2007 from the County Motor Fuel Tax Fund for this purpose, and
BE IT FURTHER RESOLVED, by the Warren County Board that the County Clerk be, and is hereby directed to forward two (2) certified copies of this resolution to the Department of Transportation.

RESOLUTION #09-07-08
RESOLUTION FOR COUNTY BRIDGE AID
#248-GREENBUSH TOWNSHIP
WHEREAS, the Greenbush Township Road Commissioner has petitioned for financial aid from Warren County for the replacement of a steel I-beam bridge on Township Road 184 over Downing Fork Creek near the SE corner of the NE 1/4 of Section 32, T8N, R1W of the 4th PM and
WHEREAS, the proposed replacement structure is a single span precast prestressed concrete deck beam bridge 40' long and 28' wide and has an estimated project cost of $158,200, of which $15,820 is being petitioned.
NOW THEREFORE BE IT RESOLVED that this petition be granted and designated as Greenbush Township CBA #248 and Warren County’s share of this project be paid from the Special Bridge Aid Fund.

ANIMAL CONTROL COMMITTEE
MINUTES OF THE MEETING
January 8, 2008
The committee met in conjunction with the Road and Bridge Committee.
Johnson made a motion to approve the agenda. Hawk seconded the motion and it passed unanimously.
Nancy Clayton, Warren County Treasurer, and Mary Roll, Warren County resident, arrived as guests to offer their opinion on the dog tag expiration notices under new business.
Under new business, the dog tag expiration notices were discussed. Roll stated that she wanted the County to send out renewal notices to residents with 3-year dog tags before their tags actually expired. Clayton stated that the present computer system can’t filter information to allow her to send out reminder notices. John Livingston, Warren County Animal Control Officer, stated that he would research computer programs to see if he could find anything available to help this situation. Thompson informed Roll that the committee would continue to look into the situation. No motion made.
The December minutes were reviewed. Cokel made a motion to approve the minutes. Johnson seconded the motion and it passed unanimously.
The monthly bills were reviewed. Johnson made a motion to approve the bills. Hawk seconded the motion and it passed unanimously.
Under old business, Livingston offered suggested revisions for the Animal Control Guidelines. The committee agreed with the revisions. Cokel will make the appropriate revisions and have a final draft of the guidelines to the committee at their February meeting. No motion made.
Also under new business, the committee discussion item was talked about. Discussion followed. No motion made.
The meeting adjourned at 6:02 P.M. on a motion by Gibson, seconded by Cokel.

MINUTES OF THE MEETING
February 12, 2008
The committee met in conjunction with the Road and Bridge Committee.
Cokel made a motion to approve the agenda. Johnson seconded the motion and it passed unanimously.
The January minutes were reviewed. Johnson made a motion to approve the minutes. Cokel seconded the motion and it passed unanimously.
The monthly bills were reviewed. Hawk made a motion to approve the bills. Johnson seconded the motion and it passed unanimously.
Under old business, Cokel presented a final draft of the Animal Control Guidelines to the committee. Cokel made a motion to accept the guidelines as written and present it at the next county board meeting on February 20, 2008. Hawk seconded the motion and it passed unanimously
Also under old business, Livingston informed the committee that he is waiting for responses from companies regarding new software to for the Treasurer’s office for the dog tag expiration notice issue. The committee decided to table the issue until next month’s committee meeting.
The meeting adjourned at 6:35 P.M. on a motion by Cokel, seconded by Hawk.

ANIMAL CONTROL OFFICER JOB DESCRIPTION
The Animal Control Warden (ACW) will also work within the budget for Animal Control by spending only those funds allocated for Animal Control. The ACW will not spend more than 20% of the equipment line item of the Animal Control annual budget on any item without the consent of the Animal Control Committee of the Warren County Board. Any expense exceeding the Animal Control budget will be submitted to the Animal Control Committee for authorization to exceed the equipment line item of the Animal Control annual budget. Items that are greater than 20% of the equipment line item of the Animal Control annual budget will be submitted to the Animal Control Committee for authorization to purchase the item.
Under general supervision of the Warren County Board, to explain and enforce laws and ordinances pertaining to the treatment and control of animals; and to do other work as required.
To control animals within Warren County IAW Ill, Compiled Statutes, Ch 5100, Par 5/1 et seq.
To provide animal welfare and licensing within Warren County IAW Warren County regulations and Ill Compiled Statues, Ch 255, Par 605/1 et seq and Ill Revised Statutes, Ch 8, par 301 et seq.
To provide for humane treatment of animals IAW Ill Combined Statutes, Ch 510, Par 70/1 et seq.
To provide for domestic animals running at large IAW Ill Revised Statutes Chapter 8, Paragraphs 1-5.1.
Examples Of Essential Duties:
• Drive a vehicle to patrol jurisdictions overseen by Warren County; enforce animal regulations, laws and ordinances; answer questions from the public concerning age, breed, characteristics, care and treatment of animals; advise the public of legal rights, explaining and interpreting animal control laws, regulations, procedures and policies; contact dog owners by house-to-house canvassing to locate unlicensed or unvaccinated dogs; collect and turn in license fees.
• Receive and investigate complaints and reports from the public and other agencies regarding stray, dangerous, unwanted or improperly controlled animals; tactfully handle complaints, mitigating concerns; investigate and prepare animal cruelty cases.
• Investigate and prepare animal cruelty cases; issue violation notices and court citations; collect evidence, prepare, submit and conduct search and arrest warrants; appear in court as a witness; prepare responses and represent Warren County in Superior Court regarding dangerous and vicious dogs; be able to prepare pre- and post- seizure hearings.
• Review and revise Warren County ACW policy and procedures; assist in training of new animal control staff on all relevant Warren County policy; prepare reports, keep records and complete forms regarding animal control violations and transactions.
• Respond to high-profile complaints from the Board of Supervisors or contract city; work cooperatively with other law enforcement groups when joint action is required; speak at schools and other community groups concerning animal control public services; investigate and inspect County circuses, fairs and animal shows, as required.
• Work cooperatively with other law enforcement groups when joint action is required; issue violation notices and court citations, collect evidence and appear in court as a witness, as necessary.
• Use tranquilizer guns or other means to control dangerous and/or injured animals as a last resort; answer emergency calls concerning persons bitten by animals.
• Quarantine potentially rabid animals; check potentially rabid animals at intervals as directed and release animals from quarantine at the end of a safe time period, as directed; issue citations for violation of the quarantine.
• Pick up and transport stray, confined, sick, injured or dead animals; impound animals and release impounded animals to owners; segregate, isolate, perform euthanasia and dispose of ill, injured, unwanted or aged animals.
• Prepare reports; keep records and complete forms concerning animal control violations and transactions, proficiently utilizing software relating to Department of Animal Services.
Recruiting Guidelines:
Experience: At least six months of successful experience as a NACA ACW or equivalent experience with another public agency or private association, such as The Society for the Prevention of Cruelty to Animals.
Knowledge of: Techniques and procedures for the safe, humane, and efficient handling of animals; laws and ordinances governing the licensing, treatment, and impounding of animals; the symptoms of common animal diseases; common breeds of domestic animals and appropriate practices for their care and feeding.
Ability to: Establish and maintain effective and cooperative working relations with the public and other employees; handle animals humanely and safely; discharge firearms safely and accurately; read and comprehend laws and regulations pertaining to animal control; present evidence and testify in court cases; clearly explain animal control procedures and regulations to the public; exercise tact and good judgment in dealings with the public; recognize symptoms of rabies and other animal diseases; ability to keep statistical records.

License/Certificate: Possession of a valid Driver License.

January 8, 2008
Committee Chairman Russell Stanton called the meeting to order at 9:30 A.M. with Karen Starbuck, Todd Winkler and County Board Chairman Bill Reichow present. Robert Kinsel was absent and Timothy Bresnahan arrived late.
PRESENTATIONS FROM THE FLOOR
Bradley White, with Kone Elevators Inc was in attendance to report about the new State regulations on elevators. It was discussed that there could be costs of $75,000 to bring the elevator up to code.
Greg Kirk, with Pitney Bowes was present to inform the committee that the lease is up for the postage machine. With the State pricing contract, new postage equipment will be installed with a sixty month lease for less money. Mrs. Starbuck made a motion to accept Pitney Bowes lease. Mr. Winkler seconded the motion. On voice vote the motion carried.
REPORT OF OFFICE HOLDERS
Treasurer Nancy Clayton gave the County General balance as of December 31 of $134,587.57 and the Hotel/Motel tax account of $3,945.85. Mrs. Clayton reported that the auditors are present and she had attended the Animal Control committee meeting to address some issues.
Supervisor of Assessments Janice Hamberg gave a report on the aerial photography progress.
County Clerk Tina Conard reported on the upcoming election.
County Board Chairman reported on a letter he received from Andy Roe through Phil Hare’s office and appropriations for federal governments and a possible grant that is available. He will keep the committee informed.
Sheriff Edwards reported on the dieting prisoner’s costs.
Committee Chairman Stanton brought up for discussion the zoning ordinance. After discussion a special Building and Grounds Committee meeting has been set for January 30 at 7:00 P.M. to address the land preservation easement act.
Bills were reviewed and paid on a motion by Mr. Bresnahan and seconded by Mrs. Starbuck.
With no further business to come before the committee, the meeting adjourned on a motion by Mr. Bresnahan and seconded by Mrs. Starbuck.

SPECIAL BUILDING AND GROUNDS COMMITTEE MEETING
January 30, 2008
A special meeting of the Building and Grounds Committee was called to order by Committee Chairman Russell Stanton. All committee members were present.
Chairman Stanton read the purpose of the meeting. He asked any person, in attendance, to speak on problems encountered obtaining a zoning permit, or a specific problem with the zoning code.
There were several people that spoke about their concerns with the Ag Preservation Easement in the zoning code and some spoke in favor of the zoning code.
Committee Chairman Stanton adjourned the meeting at 8:00 P.M.

BUILDING AND GROUNDS COMMITTEE MEETING
February 13, 2008
Committee Chairman Russell Stanton called the meeting to order at 9:30 A.M. Present were committee members Todd Winkler, Karen Starbuck and Robert Kinsel and County Board Chairman Bill Reichow.
PRESENTATIONS FROM THE FLOOR
Jenna Link from the Warren County Health Department presented the committee with the Health Department’s annual report. After going through the report, Mrs. Starbuck moved to recommend approval to the full board. Mr. Winkler seconded the motion. On voice vote, motion carried.
County Clerk Tina Conard spoke on behalf of the Public Safety Tax Research Committee. After informing the committee of the group’s purpose and team involved, information on a public safety tax was discussed, such as what is a public safety tax, who pays and why a public safety tax is needed. Mr. Winkler made a motion to have a resolution for a 1% Public Safety Tax Referendum placed on the agenda for approval by the full board. Mr. Stanton seconded the motion. With no nay votes being cast, motion carried.
REPORT OF OFFICEHOLDERS
County Clerk Tina Conard reported that a dividend check has been received from the liability insurance carrier of $646 and two checks ($75 and $1,188.67) have been received from F.E.M.A. from the August storm damage. The registration has been sent in for the courthouse elevator and she is working on one for the Annex elevator, along with completing some requirements from the elevator inspection. The Clerk also reported on the February 5 Primary Election.
Supervisor of Assessments Janice Hamberg reported that her office is busy with changes and splits and hopes to publish by the first part of March. She explained about the Roseville Township Assessor’s qualifications that will on the county board meeting agenda next week.
Treasurer Nancy Clayton reported that she is finalizing work with the auditors. Committee members were given a sheet of account balances as of January 31, 2008.
County Board Chairman Reichow reported on the Road and Bridge Committee meeting, a possible lighting grant, the wind farm project, a railroad issue and the Highway 34 Coalition.
Mrs. Starbuck gave the committee a list of requested changes to the zoning ordinance, as requested by Mr. Winkler at the January committee meeting. Some information was discussed then Mrs. Starbuck moved to present these changes to the full board for their consideration. Mr. Kinsel seconded the motion. After some discussion, Mrs. Starbuck amended her motion by asking that the information be placed in the board packets and that she and Mr. Winkler be placed on each committee agenda for the March meetings. Mr. Kinsel seconded the amended motion and on voice vote the amended motion carried.
Bills were reviewed and paid on a motion made by Mr. Winkler and seconded by Mrs. Starbuck.
With no further business to come before the committee the meeting adjourned on a motion by Mrs. Starbuck and seconded by Mr. Winkler.

REQUESTED CHANGES TO THE WARREN COUNTY ZONING ORDINANCE
Requested Changes to the
Warren County Zoning Ordinances
● Remove the Agriculture preservation easement requirement.
● Remove the rules governing density of non-farm residential development within A-1 Districts.
● Add “non-farm residence” to section D in 150.026

The changes we are requesting requires basically removing less than one page and one line in the zoning ordinance and adding three words. That is all. Remove sections B & C from 150.027
and line 4 (having to do with Non-farm residence) in a table on page 22. Add “non-farm” residence to section D in 150.026. One page and two lines. We are not asking to throw out the entire zoning ordinance that the county spent so much time and money to develop. Just one page and two lines in our zoning ordinance - is that so difficult? I don’t think so. These changes to our zoning ordinance will put us on a level playing field with the surrounding counties and remove the hurdles - perceived or real - that potential homebuilders might have about building in rural Warren County.

The above requested changes to the zoning ordinance were for informational purposes only. These changes will be presented to each individual committee to better inform board members about the proposed changes.

PROPOSED RESOLUTION
SPECIAL COUNTY RETAILER’S OCCUPATION TAX FOR PUBLIC SAFETY
WARREN COUNTY, ILLINOIS
WHEREAS, Warren County, Illinois, is a unit of local government duly organized and validly existing under the Constitution and the laws of the State of Illinois; and
WHEREAS, Warren County is empowered to impose a Special County Retailer’s Occupation Tax for Public Safety, Illinois Compiled Statutes, Chapter 55, Act 5, Section 5-1006; and
WHEREAS, Warren County shall only impose said tax after said proposition is submitted to the voters of Warren County; and
WHEREAS, said proposition shall be approved by a majority of those voting on the question; and
WHEREAS, it is in the best interest of Warren County’s financial stability to submit said proposition to the voters of Warren County.
NOW, THEREFORE, BE IT RESOLVED BY THE WARREN COUNTY BOARD OF SUPERVISORS AS FOLLOWS:
1. The following proposition shall be submitted to the voters of Warren County:

Shall Warren County be authorized to impose a public safety tax at the rate of one percent (1%) upon all persons engaged in the business of selling tangible personal property at retail in the county on gross receipts from the sales made in the course of their business. ○ YES ○ NO
2. The county clerk is directed to certify the question to the proper election authority, who shall submit the proposition at the next general election in accordance with the general election law.
3. This resolution shall take effect upon enactment, February 20, 2008.

FINANCE COMMITTEE MEETING
January 10, 2008
Committee Chairman Mike Pearson called the meeting to order at 4:00 P.M.
All committee members were present, including County Board Chairman Reichow.
PRESENTATIONS FROM THE FLOOR
Rick Gower of GHAS presented the committee with the last quarterly report for FY 07. The report is on file in the County Clerk’s Office.
REPORT OF OFFICEHOLDERS
Treasurer Nancy Clayton handed out copies of the Balance of Funds report. She also reported that the auditors are here and she met with the Animal Control Committee on several issues.
Supervisor of Assessments Janice Hamberg gave a report on her office.
County Clerk Tina Conard reported on the upcoming election and the elevator repairs that were presented at the Building and Grounds committee meeting.
Sheriff Edwards reported on the continuing cost of feeding prisoners. He is looking into several options.
County Board Chairman Reichow mentioned a possible grant through Representative Phil Hare’s office. He will keep the committee informed.
OTHER
Mr. Jenks made a motion to recommend, to the full board, approval of a Working Cash Resolution to transfer $300,000 from Working Cash into County General. Mr. Turnbull seconded the motion. On voice vote, motion carried.
The committee will invite the coroner and the circuit clerk to the February meeting to discuss their salaries.
Committee Chairman Pearson talked about some of the issues discussed at last month’s budget discussion. He did announce that a committee has been formed, A Public Safety Tax Research Committee, and their first meeting will be Wednesday January 16 at 4:00 P.M.
Bills were reviewed and paid on a motion by Mr. Heaton and seconded by Mr. Turnbull.
With no further business to come before the committee, Mr. Heaton made a motion to adjourn and seconded by Mr. Turnbull. Meeting adjourned at 5:15 P.M.

FINANCE COMMITTEE MEETING
February 14, 2008
Committee Chairman Mike Pearson called the meeting to order at 4:00 P.M. Present were David Jenks, Gary Heaton, Pearson and County Board Chairman Bill Reichow.
PRESENTATION FROM THE FLOOR
The Public Safety Tax Research Committee gave their presentation on a Public Safety Tax. Mr. Pearson reviewed some budget numbers and how a public safety tax would assist the sheriff’s budget in County General. Sheriff Edwards, County Clerk Conard, Treasurer Clayton and Assessor Hamberg all spoke on the need for and supporting the tax. County Board member Jenks gave his thoughts and figures on where the county could be better financially in four to five years without the tax. Sheriff Edwards spoke on the needs and necessities of his office and what it costs to run his office.
REPORT OF OFFICEHOLDERS
Treasurer Nancy Clayton reported that the County General fund balance of $275,000 includes the transfer of funds from the Indemnity Fund. She hopes to hire a part-time person by April 1t and is busy selling dog tags, 150 since the first of the year. She also discussed an issue with her investment policy.
Supervisor of Assessments Janice Hamberg informed the committee that there will be a resolution in their board packets on the Roseville Assessor qualifications. She hopes to publish assessments by the first of March and she has attended several meetings.
County Clerk Tina Conard reported on some checks she has received. One was from the liability insurance carrier’s dividend program and two were from the state for F.E.M.A. on the storm damage. She also reported on the February 5 Primary Election.
County Board Chairman Reichow noted that Jim Justus has resigned as the County Engineer and Kevin Smith will be appointed. The Warren County Health Department’s annual report will be in the Board packet to be approved. He also read a letter from W.I.E.D.A., spoke on a meeting he attended for W.I.R.C. and noted that W.I.E.D.P. is working on three possible grants for the county and that the wind farm project is progressing.
OTHER
The coroner and the circuit clerk’s salary issue will be discussed at March’s Finance Committee meeting. Payment of Rural Partners Illinois dues of $200 was tabled until March.

DOWNSTATE COUNTY WORKING CASH FUND
WARREN COUNTY, ILLINOIS
RESOLUTION
DOWNSTATE COUNTY WORKING CASH FUND
WHEREAS, the Illinois Compiled Statutes, Chapter 55, Act 5, Section 6-29001 et.seq. authorizes the Warren County Board to direct the Warren County Treasurer to transfer monies from Warren County’s Working Cash Fund to the general corporate fund or special tax funds; and
WHEREAS, it is in the best interest of the citizens of Warren County and the financial stability of Warren County;
NOW THEREFORE, it is resolved by the Warren County Board that the Warren County Treasurer is directed to transfer three hundred thousand dollars ($300,000.00) from Warren County’s Working Cash Fund to the County General Fund. The Warren County Treasurer is further directed to repay Warren County’s Working Cash Fund from the final property tax disbursement in November 2008 in the amount of three hundred thousand dollars ($300,000). The anticipated revenues available in November 2008, to repay the Warren County Working Cash Fund will not be reduced by 90% or more in anticipation of the revenues to be available in November, 2008. No fees or commissions will be due to the Warren County Clerk or Warren County Treasurer as a result of the transfer authorized by this resolution. No other condition or requirement set forth under the Illinois Compiled Statutes, Chapter 55, Act 5, Section 6-29001 et.seq. are applicable under this resolution.
This resolution is effective upon enactment by the Warren County Board.

RESOLUTION #12-07-08
REVISED QUALIFICATIONS FOR ROSEVILLE TOWNSHIP ASSESSOR
WHEREAS, the Department of Revenue has to certify the pre-election qualifications for the
office of township assessor to each town clerk by February 1 of the year prior to the election. All candidates for the office of township assessor must satisfy pre-election qualifications based on the equalized assessed value of property in their assessment district.
WHEREAS, the Department of Revenue has certified the pre-election qualification for the office of assessor for Roseville Township. The Roseville Township assessor must meet the pre-election qualification of having a C.I.A.O. designation or a designation listed in ILCS 35 200/2-45.
WHEREAS, ILCS 35 200/2-52 allows for the revision of the qualifications for the Township Assessor by petition of the Warren County Board, Supervisor of Assessments and Roseville Township Board.
WHEREAS, the Warren County Supervisor of Assessments, Janice M. Hamberg, has agreed to assess property number 94-07-304-002-00, Farmers Grain, property number 94-07-028-002-00, Warren County Service Co. and property number 94-07-311-001-00, Farmers Grain Co., for the term of office beginning January 1, 2010 through December 31, 2013.
WHEREAS, the 2005 assessment for the Farmers Grain was $257,950, the 2005 assessment for Warren County Service Co. was $100,760 and the 2005 assessment for Farmers Grain Co. was $135,750. The 2005 equalized assessed value for all commercial and industrial property in Roseville Township was $1,437,360.
NOW, THEREFORE BE IT RESOLVED that the Warren County Board is asking the Illinois Department of Revenue to revise the qualifications for Roseville Township Assessor to the introductory course for the term of office from January 1, 2010 through December 31, 2013.

RESOLUTION #13-07-08
QUAD CITIES CONVENTION AND VISITORS BUREAU
WHEREAS, it is the desire of the Warren County Board to continue working with the Quad Cities Convention and Visitors Bureau, and;
WHEREAS, the Warren County Board voted to join the Quad Cities Convention and Visitors Bureau at their February 18, 2004, meeting, and;
WHEREAS, the Warren County Board would like to continue working with the Quad Cities Convention and Visitors Bureau and appreciate their efforts in promoting Warren County tourism and events.
BE IT HEREBY RESOLVED, that, the Warren County Board approves the continued working relationship with the Quad Cities Convention and Visitors Bureau. The time period would resume from July 1, 2008, through June 30, 2009.

LOCAL GOVERNMENT WEEK PROCLAMATION
WHEREAS, Local government is the branch of government which is closest to the people; and
WHEREAS, Illinois has 6,700 local governments including an estimated 70,000 elected officials that are providing critical services to the citizens of the State of Illinois and our communities; and
WHEREAS, Citizens do not have a clear understanding of the functions of local government; and
WHEREAS, The Partnership for Local Government Education is a collaboration formed to increase interest and involvement in local government in the State of Illinois; and
WHEREAS, The Partnership for Local Government Education is composed of the Illinois Association of County Board Members and Commissioners, the Illinois Municipal League, the Township Officials of Illinois and the University of Illinois Extension; and
WHEREAS, The mission of the Partnership is to further the understanding of the role that local government plays in individual lives and collectively, and appreciate the many services that the various forms of local governments provide their constituents; and
WHEREAS, the Partnership first celebrated “Local Government Week” in 2007 to focus attention on the need for strong, independent and active local government in this State and recognizes the valuable contributions made by citizens serving their communities in public office;
NOW, THEREFORE, BE IT RESOLVED THAT I, William Reichow, Chairman of the Warren County Board, do hereby proclaim the first full week of March each year, as “Local Government Week” in Warren County, Illinois.
